Authorizes transportation agencies operating electronic toll collection systems to provide the date, time, and location of a vehicle license plate read to peace officers in response to alerts for missing children (age 17 or under), missing individuals with disabilities, officer attacks, or hit-and-run fatalities under Government Code Sections 8594, 8594.5, 8594.10, 8594.11, 8594.13, 8594.14, and 8594.15.

Maintains existing requirement that law enforcement agencies generally obtain search warrants before accessing personally identifiable information from electronic toll collection systems, with exceptions for emergencies and criminal investigations where delay would cause adverse results.

Amends Section 31490 of the Streets and Highways Code to create this specific exemption to the prohibition on sharing personally identifiable information without a search warrant.
