Prohibits lobbyists and certain public officials (Members and employees of the Legislature, public officials, and employees of the Governor's office) from entering into or requesting nondisclosure agreements relating to the drafting, negotiation, discussion, or creation of legislation.

Voids and makes unenforceable any nondisclosure agreement relating to legislation that is entered into after the bill's effective date.

Establishes that violations constitute a crime under the Political Reform Act of 1974, punishable as a misdemeanor.

Declares that the bill furthers the purposes of the Political Reform Act of 1974, allowing passage with a two-thirds vote requirement.

Specifies that no state reimbursement is required because any local costs result from the creation of a new crime.
