Ratifies the tribal-state gaming compact between California and the Table Mountain Rancheria, executed on November 1, 2023, in accordance with the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact, amendments to it, and related intergovernmental agreements between the tribe and state or local agencies.

Exempts from CEQA review the on-reservation impacts of compliance with the terms of the ratified compact.

Clarifies that the exemptions do not relieve cities, counties, state agencies, or other local jurisdictions from CEQA requirements except as expressly stated in the bill.

Takes effect immediately as an urgency statute to support the Table Mountain Rancheria's economic development and self-sufficiency.
