Establishes the Legislative Internship Program under California State University's Center for California Studies to provide paid internships at legislative offices to qualified students from accredited postsecondary institutions statewide.

Allocates $2,000,000 annually from the General Fund, with up to $40,000 for program administration and the remainder for paid internships at $340 per week for 20 hours of work per week.

Provides two paid internship positions per year to each legislative office, with internships lasting 3-6 months and interns restricted from political activities.

Creates the Legislative Internship Program Fund as a depository for appropriated moneys and donations, administered by the Center for California Studies to distribute stipends to interns.

Prohibits Senate and Assembly contingent expense funds from being used to pay interns under this program, while allowing offices to continue having unpaid volunteers and interns.
