Requires the Office of Emergency Services (OES) to provide local operational areas and urban areas the maximum local share of federal grant funding from the Emergency Management Performance Grant Program, to the extent permitted by federal law.

Requires OES to provide the Senate Committee on Governmental Organization and Assembly Committee on Emergency Management with copies of agreements between OES and local governments regarding spending of the state share of federal grant funding from the State Homeland Security Grant Program and Urban Areas Security Initiative Program.

Authorizes OES to retain up to 3% of the federal grant funding described above for administrative purposes.
