Authorizes Westlands Water District to generate, provide, and deliver solar photovoltaic electricity and construct necessary facilities, with electricity used for the district's own water operations (pumping, treatment, desalination, barrier intrusion).

Permits the district to sell surplus solar electricity to public or private entities engaged in electricity distribution or sale.

Allows the district to construct, operate, and maintain energy storage systems and electrical transmission lines within its boundaries, and to sell discharging energy and transmission line usage rights through markets administered by the Independent System Operator.

Requires the district to establish a community benefits agreement plan for the Valley Clean Infrastructure Plan and related projects, ensuring local communities participate in and access benefits including job creation, use of local businesses, and financial contributions to community development.

Prohibits the district from providing retail electricity service or acquiring property employed in electricity generation or delivery without mutual agreement with the property owner.
