Requires the Department of Housing and Community Development to develop a standardized reporting format for fair housing programs and actions, with specified fields including implementation timelines, responsible parties, budget resources, action areas, and potential impacts, for use in the 7th and subsequent housing element revisions.

Mandates local governments make draft site inventories publicly available on their websites at least 90 days before initial adoption and at least 7 days before subsequent adoptions if changes occur, with email notifications to interested parties, starting with the 7th housing element revision.

Expands annual reporting requirements to include unit approvals and disapprovals broken down by income level and opportunity area categories, with additional subcategories for acutely low, extremely low, very low, lower, moderate, and above moderate-income households in the 7th and subsequent housing element revisions.

Modifies rezoning deadlines for the 7th and subsequent housing element revisions to allow up to 3 years and 90 days if local governments submit drafts early and receive substantial compliance findings from the department by the statutory deadline.

Adds adaptive reuse project provisions to the list of statutes the department must review housing elements for compliance with, contingent on Assembly Bill 3068 being enacted and taking effect by January 1, 2025.
