Prohibits tolls on pedestrians, bicycles, and personal micromobility devices crossing state toll bridges, district-operated toll bridges, and privately-franchised bridges in the state highway system where vehicle tolls are imposed.

Exception allows tolls on pedestrians, bicycles, and personal micromobility devices if the bridge was under construction on or after January 1, 2025, and tolls are used to fund the cost of constructing that bridge.

Applies only to bridges where pedestrian, bicycle, and micromobility device travel is otherwise authorized.

Adds three new sections to the Streets and Highways Code (27567, 30114, and 30814) covering different bridge jurisdictions.

Became effective September 27, 2024.
