Requires the CARE program (California Alternate Rates for Energy) to include public housing authority owned or administered Homekey housing facilities where residents substantially meet the program's income eligibility requirements.

Mandates the Public Utilities Commission authorize electrical and gas corporations to offer discounts to eligible Homekey facilities with accounts in the name of Homekey, a nonprofit funded by Homekey, or the public housing authority.

Requires the commission to establish feasible processes for certifying that utility discounts are used for the direct benefit of residents at these facilities.

Specifies that the account holder must be Homekey, a Homekey-funded nonprofit, or the public housing authority that owns or administers the facility for eligibility.
