Amends Section 996.470 of the Code of Civil Procedure to define "aggregate liability" of a surety to include all liability for damages, costs, and attorney's fees that may be assessed as costs.

Establishes that the aggregate liability of a surety to all persons for all breaches of a bond condition is limited to the bond amount, while the principal's liability remains unlimited.

Defines "surety" as an admitted surety insurer as defined in Section 995.120 (a corporate insurer or interinsurance exchange with a certificate of authority from the Insurance Commissioner).

Maintains existing provisions that allow surety liability to be further limited if the bond amount exceeds statutory requirements or if the bond contains stipulations reducing liability.
