Extends the repeal date for California's authorization of ultra-low emission vehicles (ULEVs), super ultra-low emission vehicles (SULEVs), advanced technology partial zero-emission vehicles (AT PZEVs), and transitional zero-emission vehicles (TZEVs) to use high-occupancy vehicle (HOV) lanes from September 30, 2025, to January 1, 2027.

Amends Sections 5205.5 and 21655.9 of the Vehicle Code to continue allowing the Department of Motor Vehicles to issue distinctive decals, labels, and identifiers to qualified vehicles that permit single-occupant use of HOV lanes.

Maintains existing provisions allowing the Department of Transportation to remove HOV lane access during peak congestion periods if lanes exceed level of service C and vehicle operation would significantly increase congestion.

Aligns state law with federal authorization under Section 166 of Title 23 of the United States Code, which permits states to allow specified alternate fuel and electric/hybrid vehicles to use HOV lanes.

Became effective September 22, 2024, with no fiscal impact or appropriation required.
