Expands the Board of State and Community Corrections from 13 to 15 members effective July 1, 2024, adding a licensed health care provider and a licensed mental or behavioral health care provider, both appointed by the Governor and subject to Senate confirmation.

Requires the board to develop and adopt regulations for mental health care standards at local correctional facilities by July 1, 2024, meeting or exceeding National Commission on Correctional Health Care standards.

Mandates correctional officers receive CPR certification and be required to begin CPR on nonresponsive persons without supervisor or medical staff approval when safe and appropriate.

Requires a minimum of 4 hours of annual in-service training on mental and behavioral health for correctional officers.

Establishes that mental health screening at booking must be conducted by qualified mental health care professionals, with reviews by such professionals if conducted by others, and requires staff to review medical and mental health histories of booked or transferred persons.
