Renames the "Alzheimer's Disease and Related Disorders Advisory Committee" to the "Alzheimer's Disease and Related Conditions Advisory Committee" in the California Health and Human Services Agency.

Expands committee membership from 14 to at least 16 but not more than 20 members, with specific representation requirements including academic researchers, family members, people with Alzheimer's disease or related conditions, and legislative appointees.

Adds the Executive Director of the California Commission on Aging (or designee) as a required committee member.

Expands committee duties to include consulting with diverse stakeholders, considering cultural and linguistic factors, and reviewing state policies on community-based support, care choices, health care management approaches, professional training, and risk reduction for Alzheimer's disease and related conditions.

Requires all committee meetings and subcommittees to be open to the public with adequate notice under California's open meeting laws.
