Requires remote ranchlands east of the Diablo Range's westernmost ridgeline to be acquired as permanent open space only from willing sellers through conservation easement or fee title purchases, or through owner grants.

Increases contract thresholds for the authority: raises lowest responsible bidder threshold from $25,000 to $50,000 for supplies/equipment/materials, and raises informal bidding threshold from $75,000 to $100,000.

Authorizes appointment of a general manager who may bind the authority for contracts up to $50,000 without advertising, with all expenditures reported to the governing board at its next regular meeting.

Authorizes the authority to impose qualified special taxes subject to voter approval, including exemptions for persons age 65+, those receiving Supplemental Security Income for disability, and those receiving Social Security Disability Insurance benefits with limited income.

Requires county tax collectors to post a "Parcel Tax Exemptions" hyperlink on their website home page directing to exemption information when collecting the authority's special taxes.

Authorizes the authority to finance facilities and issue bonds under the Mello-Roos Community Facilities Act of 1982.
