Requires cities and counties to review and update their safety elements to address extreme heat hazards upon the next update of any general plan element on or after January 1, 2028.

Allows cities and counties to use existing extreme heat action plans or other documents with commensurate goals to satisfy the requirement by summarizing and incorporating them into the safety element.

Permits use of the state's Extreme Heat Action Plan and State Hazard Mitigation Plan as resources to comply with extreme heat safety element requirements.

Requires planning agencies to identify new information about extreme heat hazards during periodic safety element reviews occurring at least every eight years, alongside existing reviews for flood, fire, and climate adaptation.

Applies to all cities including charter cities as a matter of statewide concern; no state reimbursement required as local agencies can levy fees to fund compliance.
