Authorizes cities and city-counties to establish automated traffic enforcement systems for 5-year periods until January 1, 2030, if the system meets specified criteria including visibility to approaching traffic from all directions.

Requires violations recorded by automated traffic enforcement systems to result only in civil penalties, with no driver's license suspension, revocation, or violation points assessed against violators.

Mandates written notice of violation be issued to the registered vehicle owner within 15 calendar days of the violation, capturing only rear license plate images of vehicles running red lights.

Exempts authorized emergency vehicles from civil penalties and requires notice of violation to include the violation details, date, time, location, license number, payment deadline (30 days), and information about contesting the violation or filing a nonliability affidavit.

Requires revenues from automated traffic enforcement systems be used first to recover operational costs of the system.
