Requires the State Energy Resources Conservation and Development Commission to apply network roaming standards only to major electric vehicle charging network providers, defined as those managing at least 100 publicly available charging stations in California.

Mandates that network roaming standards require major charging network providers to accept payment from users of multiple other major networks and automakers to simplify finding and paying for charging.

Allows the commission to increase the threshold number of stations required to qualify as a "major" provider when adopting network roaming standards.

Preserves the ability of major charging network providers to use bilateral or hub-based agreements for roaming arrangements.

Maintains existing requirements that charging stations disclose total fees (including network roaming charges), prohibit subscription-only access, and provide contactless payment and toll-free telephone or SMS payment options.
