Transfers hazardous material release reporting requirements from Office of Emergency Services to California Environmental Protection Agency, effective immediately for reporting to CalEPA instead of OES.

Requires CalEPA to review and revise hazardous material release reporting regulations by January 1, 2028, in consultation with regulated entities, trade associations, and fire service organizations.

Increases administrative penalties for violations of hazardous waste handling requirements from $2,000/$5,000 per day to $20,000/$30,000 per day (knowingly), effective January 1, 2025.

Increases civil and administrative penalties for risk management plan violations from $5,000/$25,000 per day to $20,000/$30,000 per day (knowingly).

Requires Office of Administrative Law to report to Legislature by January 31, 2025 on whether OES adopted required regulations, with CalEPA authorized to adopt definitions if regulations were not adopted.
