Amends Section 1813 of the Health and Safety Code to clarify the definition of "authorized sobering center" and updates terminology regarding the former Office of Statewide Health Planning and Development.

Requires the state to survey and analyze facilities in each county that can serve as alternate destination facilities and directs the Emergency Medical Services Authority to publish a report on current number, capacity, and type of facilities available and needed.

Requires local EMS agencies to annually report to the Emergency Medical Services Authority regarding triage to alternate destination programs in their jurisdiction, including population access assessments, barriers to implementation, and information on behavioral health crisis facility types.

Mandates that local EMS agencies without adopted programs must provide detailed justification including information on facility availability, provider willingness, funding efforts, coordination with county behavioral health departments, and estimated behavioral health 911 calls.
