Expands dental benefits for Medi-Cal beneficiaries 21 years of age or older from 1 cleaning and 1 examination per year to at least 2 cleanings and at least 2 examinations per year when medically necessary.

Defines "medically necessary" to include inability to maintain daily oral hygiene habits, susceptibility to oral health disease or decay, preoperative dental care, or other requirements under Section 14059.5.

Requires the Department of Health Care Services to update the Medi-Cal Dental Manual of Criteria to conform with the expanded definition of "medically necessary."

Maintains existing coverage of 2 cleanings and 2 periodic examinations per year for beneficiaries under 21 years of age.

Implementation is contingent upon receipt of federal approvals and availability of federal financial participation.
