Authorizes the California Department of Public Health to establish a grant program for training programs that offer instruction for clinical laboratory scientists or medical laboratory technicians, subject to legislative appropriation.

Eligible training programs must be either approved by the department or accredited by a recognized accrediting program approved by the department.

Grants may not exceed $600,000 per training program and must be used within three years of receipt.

Adds Article 8 to Chapter 3 of Division 2 of the Business and Professions Code to codify the grant program authority.
