Adds licensed professional clinical counselor to the list of practitioners whose encounters with patients at federally qualified health centers (FQHCs) and rural health clinics (RHCs) qualify as billable visits.

Removes the requirement for FQHCs and RHCs to file for a change in scope of service when adding marriage and family therapist services and billing them as a separate visit.

Requires the State Department of Health Care Services to seek federal approvals and issue guidance allowing FQHCs and RHCs to bill for encounters with psychological associates and associate professional clinical counselors under a supervising licensed behavioral health practitioner, subject to applicable clinical licensing board requirements.

Applies the same billing provisions to psychological associates and associate professional clinical counselors as currently exist for associate clinical social workers and associate marriage and family therapists.
