Prohibits IHSS providers and applicants from being assessed fees for criminal background investigations and checks conducted by counties.

Prohibits the Department of Justice from charging counties fees for furnishing criminal background check information to counties.

Requires counties to accept criminal background clearances from other counties, nonprofits, or public authorities to avoid duplicate checks.

Requires counties to provide individuals denied eligibility with copies of their criminal record search responses and information on how to contest inaccuracies.

Directs the Department of Social Services to develop a written appeal process for providers determined ineligible based on criminal background checks.
