Prohibits suspension of pupils who voluntarily disclose their use of controlled substances, alcohol, intoxicants, or tobacco products solely for the purpose of seeking help through services or supports.

Applies the voluntary disclosure protection to both traditional public schools under Education Code Section 48900 and charter schools under Section 48901.1.

Extends the protection to all charter school pupils in kindergarten through grade 12 who make voluntary disclosures to seek help.

Maintains existing suspension and expulsion grounds for non-disclosure related violations while creating a safe harbor for students seeking assistance.

Approved by Governor September 28, 2024, and filed with Secretary of State the same date.
