Defines "development project" as residential, commercial, or other projects exempt from or subject to parking minimum reductions under existing law, located within City of Los Angeles boundaries, excluding projects with 20 or fewer units.

Requires development projects located within preferential parking areas to be excluded from the boundaries of those areas and prohibits local authorities from issuing preferential parking permits to residents or visitors of such projects.

Allows local authorities to issue preferential parking permits to residents occupying deed-restricted units for very low income, extremely low income, or lower income households within qualifying development projects.

Applies to development projects near public transit within City of Los Angeles that are exempt from minimum automobile parking requirements or subject to parking minimum reductions under other applicable law.
