Authorizes public transit agencies to request annual inspections and certification of their commercial vehicle and transit vehicle fleets from the California Highway Patrol (CHP).

Allows the CHP Commissioner to issue stickers or other devices as evidence that a vehicle has been inspected and certified to meet minimum safety standards, with authority to establish regulations for issuance and display.

Exempts public transit agency vehicles displaying valid CHP certification stickers from the requirement to stop at roadside commercial vehicle inspections.

Amends Vehicle Code Section 2813 to add exemption for certified vehicles to the existing requirement that commercial vehicle drivers stop for CHP inspections.
