Authorizes sharing of produce safety program information, including proprietary data, with local, state, and federal authorities to evaluate or investigate imminent food safety hazards and protect public health.

Extends the Department of Food and Agriculture's authority to charge additional fees for rendering plants, collection centers, and inedible kitchen grease transporters from July 1, 2025 to July 1, 2030, with maximum fees of $10,000 per year for renderers/collection centers and $500 per vehicle plus $10,000 per transporter.

Authorizes the Secretary of Food and Agriculture to define grape-pricing districts in the state if no federal-state cooperative market news services agreement is in effect.

Exempts individuals transporting inedible kitchen grease for personal, noncommercial use as alternative fuel from 75 percent of transportation fees, subject to specified quantity limits and requirements.

Waives state reimbursement obligations to local agencies under Article XIII B of the California Constitution because any costs result from changes to existing crime penalties rather than new mandated activities.
