Dissolves the California Cradle-to-Career Data System Workgroup and establishes the data system as governed by a 21-member governing board composed of state agency leaders, education representatives, and public members appointed by the Governor and Legislature.

Removes the approximation of 160 data points for the P20W data set, allowing the governing board to add or remove data points based on usage and allowing data providers to retain control over their source data.

Prohibits individuals from exercising Information Practices Act rights to inquire about, be notified of, inspect, or amend personal information maintained in the data system, except through direct contact with the original data providers.

Designates specific governing board members as data providers (state agency leaders and educational institution representatives) while excluding the Association of Independent California Colleges and Universities, public members, Legislative representatives, and the Chief Operations Officer of California School Information Services.

Requires operational tools to be phased in by July 27, 2026, to provide students, parents, and counselors with streamlined college application and financial aid processes, with no requirement for local educational agencies to enter formal contracts with operational tool providers.
