Amends Section 49041 to clarify that both public and private high school administrators may appoint student voter outreach coordinators to coordinate voter registration activities and election-related programs on campus.

Adds Section 51225.85, requiring school districts, county boards of education, state special schools, and charter schools to provide preregistration information to all pupils at least once before grade 11 completion, commencing with the 2026–27 school year.

Mandates that schools provide information on voting eligibility, county elections office services, online voter registration at https://registertovote.ca.gov/, and the Student Poll Worker program.

Requires schools to provide information on obtaining paper voter registration cards upon student or parent request, and allows schools to contract with nonprofit organizations experienced in nonpartisan youth civic engagement to implement these requirements.

Establishes that if the Commission on State Mandates determines costs are incurred, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
