Requires local governments to include in their annual reports the number of applications submitted and building permits issued for housing development projects on land owned by independent institutions of higher education and religious institutions under Section 65913.16.

Mandates the Department of Housing and Community Development publish by July 1, 2025, a list of existing state grants and financial incentives available for planning, construction, and operation of very low, low-, and moderate-income housing on land owned by religious institutions and independent institutions of higher education.

Requires the Department of Housing and Community Development to develop and publish model partnership agreements that can be used by independent institutions of higher education and religious institutions when partnering with affordable housing builders.

Declares that no state reimbursement is required for the local reporting mandate because local agencies have authority to levy service charges, fees, or assessments to cover the costs under Government Code Section 17556.
