Authorizes the Department of Transportation to issue special permits for zero-emission vehicles to operate on designated routes between the Tenth Avenue Marine Terminal in San Diego and the National Distribution Center in National City, upon adoption of ordinances by both cities.

Permits apply to zero-emission vehicles transporting intermodal cargo in international maritime commerce with maximum gross vehicle weight up to 95,000 pounds (exceeding normal limits).

Permits are valid for one year and can be canceled if applicants fail to maintain required conditions, fail to maintain satisfactory safety ratings, or if continued operation would jeopardize roadway safety or damage highways.

Applicants must carry proof of insurance, indemnify the state against damages, display an identification indicia on the vehicle's front windshield, and carry a copy of the permit at all times.

Permits do not authorize transport of hazardous materials or hazardous wastes, and operation outside designated corridors results in permit revocation.
