Authorizes the Scientific Advisory Panel on Environmental Farming to consult with relevant departmental advisory bodies, including the California Organic Products Advisory Committee.

Requires the Department of Food and Agriculture to provide grants of up to 5 years for on-farm demonstration projects and authorize grant recipients to request advance payments of remaining awards.

Expands the definition of "technical assistance" to include training, conservation agriculture planning, grant writing, and other support services for farmers and ranchers.

Requires the department to allocate 5-20% of program funds for technical assistance through direct grants or block grant programs, with at least 25% of awarded funds directed to socially disadvantaged farmers or ranchers.

Allows technical assistance funding to support equipment leasing, purchasing, and repair for farming and food processing equipment that can be shared regionally with producers.
