Designates firearms carried in violation of Section 25850 (carrying a loaded firearm) as a nuisance subject to forfeiture and destruction under Sections 18000 and 18005.

Designates handguns carried in violation of Section 26350 (openly carrying an unloaded handgun) as a nuisance subject to forfeiture and destruction under Sections 18000 and 18005.

Requires law enforcement agencies to develop and maintain written policies on firearm destruction, including recordkeeping and entry into the Automated Firearms System, and post these policies on their internet websites.

Defines "destroy" to mean complete destruction by smelting, shredding, crushing, or cutting, including all firearm parts and attachments, and prohibits sale of firearms or parts in destruction contracts while allowing recycling of scrap metal.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code Part 7.
