Exempts fellowship benefits not received monthly, and grants, awards, scholarships, and loans provided to CalWORKs assistance unit members from income consideration for eligibility and benefit calculations.

Exempts these funds as resources for 12 months following receipt for CalWORKs eligibility and grant amount determinations.

Requires the State Department of Social Services to exercise a federal option to exclude income types from CalFresh calculations that are excluded for CalWORKs, to the extent permitted by federal law.

Requires implementation through all-county letters or similar instructions by March 1, 2025, until formal regulations are adopted.

Specifies no state appropriation shall be made for implementation costs, making this a state-mandated local program with reimbursement to be made through existing statutory procedures if mandated costs are determined.
