Extends the authorization to use electronic surveillance technology indefinitely by removing the January 1, 2028 sunset date.

Requires rental companies to provide written notice (with renter initials) and oral notice (if transaction completed in person or by telephone) that surveillance technology may be activated for overdue vehicles.

Requires rental companies to notify renters 24 hours before activating surveillance technology by telephone and electronic communication.

Maintains existing protections allowing surveillance technology only for locating stolen, abandoned, or missing vehicles or in response to law enforcement requests, with detailed record-keeping requirements.
