Adds a new prohibition making it illegal for drivers or pedestrians to willfully obstruct a highway in a manner that interferes with authorized emergency vehicles passing, including during protests.

Establishes enhanced penalties for violating the new obstruction provision: first conviction $200-$500, second conviction within one year $300-$1,000, third or subsequent conviction within three years $500-$1,000.

Maintains existing penalties for general Vehicle Code Section 21806 violations (failing to yield to emergency vehicles): first conviction $100-$250, second conviction within one year $150-$500, third or subsequent conviction within three years $250-$500.

Specifies that no state reimbursement is required for local agencies or school districts implementing this act because it creates a new infraction under Government Code Section 17556.
