Authorizes county agricultural commissioners to levy civil penalties up to $500 per acre against persons who maintain agricultural pest public nuisances that damage adjoining property and cause economic or ecological harm.

Requires commissioners to provide notice at least 15 days before levying a penalty, give the charged person an opportunity to be heard, and refer them to UC Cooperative Extension services.

Exempts violators from penalties if they take good faith action to rectify the violation within 15 days of receiving notice.

Allows commissioners to increase penalties to up to $1,000 per acre if the violator does not take good faith action to rectify within 30 days of the original penalty issuance.

Sunsets the penalty provision on January 1, 2035, and requires recovered penalties be deposited in the county general fund and allocated to the commissioner for enforcement costs.
