Requires landlords of residential dwelling units to offer tenants the option of having positive rental payment information reported to nationwide consumer reporting agencies.

For leases entered into on or after April 1, 2025, the offer must be made at lease signing and at least annually thereafter; for existing leases as of January 1, 2025, the offer must be made by April 1, 2025, and annually thereafter.

Permits landlords to charge tenants who elect reporting a fee not to exceed the lesser of $10 per month or the actual cost to provide the service, with no fee if the landlord incurs no actual cost.

Prohibits landlords from terminating tenancy, deducting unpaid fees from security deposits, or reporting fee non-payment to consumer agencies; allows landlords to stop reporting after 30 days of unpaid fees, during which tenants cannot re-elect reporting for 6 months.

Exempts landlords of 15 or fewer residential units unless they own multiple buildings and are a real estate investment trust, corporation, or LLC with a corporate member; also exempts assisted housing developments.
