Authorizes county boards of education, school district governing boards, and charter school governing bodies to award pupil members either elective course credit or monthly financial compensation, or both.

Allows pupil members to receive partial monthly compensation based on meetings attended, and permits absent members to be paid if the board finds they were performing board services, ill, on jury duty, or absent due to acceptable hardship.

Requires county boards of education and school district governing boards to appoint at least one pupil member from high schools upon receipt of a petition signed by 500 pupils or 10% of enrolled high school students, whichever is less.

Establishes that pupil members have preferential voting rights, can attend all open meetings and subcommittees, receive all meeting materials, and are recognized as full board members, but cannot be counted in determining vote outcomes.

Applies effective July 1, 2023, with specific provisions for charter schools and entities managing multiple charter schools, and includes notice and reporting requirements to chartering authorities.
