Extends the procurement deadline for electrical corporations to collectively procure their proportionate share of 125 megawatts from existing bioenergy projects from December 1, 2023 to July 1, 2025.

Changes contract extension requirements for electrical corporations, local publicly owned electric utilities, and community choice aggregators from exactly 5 years to at least 5 years longer than expiration dates in contracts operative in 2022.

Applies contract extension requirements to biomass facilities in areas that voluntarily opted for severe or extreme nonattainment status if the air district determines continued operation does not impede attainment deadlines.

Prohibits extension of biomass contracts in the Sacramento federal ozone nonattainment area unless the biomass generator obtains a letter or certificate from the air district confirming the area voluntarily opted for severe or extreme status and the facility does not impede attainment requirements.

Makes findings that a special statute is necessary for the Sacramento federal ozone nonattainment area to address unintended disqualification of a biomass facility in Lincoln, California from contract extension eligibility.
