Designates the Southeast California Economic Region, effective until January 1, 2030, encompassing all of Imperial County and specified areas of Riverside County including cities like Coachella, Indio, Blythe, and Brawley.

Establishes the region's purpose to align state and federal programs, services, and funding for communities impacted by lithium and mineral extraction and clean energy development in the Salton Sea area.

Requires the Inter-Agency Leadership Team to prepare by September 1, 2025 a list of state programs using the Southeast California Economic Region designation for planning and funding purposes, with guidance on implementation and identification of statutory impediments.

Authorizes the region to facilitate development of a strategy-driven economic development plan that aligns with existing initiatives like the Community Economic Resilience Fund Program and can be used to apply for federal economic development district designation.

Specifies that cities and counties in the region are not required to participate in region-related activities or funding unless they voluntarily choose to do so or are otherwise required by statute.
