Enacts the Reducing Toxics in Packaging Act, prohibiting manufacture, sale, or distribution of plastic packaging containing intentionally added PFAS or polyvinyl chloride (PVC) in California beginning January 1, 2026

Exempts packaging for medical products, prescription drugs, devices, animal medicines, animal biologics, parasiticides, and products regulated under federal pesticide laws

Includes exemption for blister packaging used for drugs as defined in the Federal Food, Drug, and Cosmetic Act

Establishes civil penalties of $500 for first violation, $1,000 for second violation, and $2,000 for third and subsequent violations, with funds paid to enforcing agencies

Does not apply to requirements conflicting with federal laws governing tamper-evident packaging, child-resistant packaging, food safety, or packaging integrity standards
