Beverage manufacturers with annual gross sales of $1,000,000 or more that bottle beverages in California must sell at least 5% of beverage volume in reusable containers by January 1, 2031, increasing to 10% by 2033 and 25% by 2035.

By January 1, 2032, at least 60% of beverages sold in reusable containers must be in containers that were previously returned for reuse, increasing to 90% by 2034 and 95% by 2036.

Beginning January 1, 2030 and annually thereafter, beverage manufacturers must report to the Department of Resources Recycling and Recovery regarding volume and number of reusable and non-reusable beverage containers produced and sold in California, which must be made publicly available on the manufacturer's website.

Two or more beverage manufacturers may form a beverage container management system (BCMS) and submit a compliance plan to the department detailing collection, washing, and redistribution of reusable containers.

No state reimbursement is required for local agencies or school districts because costs incurred result only from creation of new crimes or infractions under existing law.
