Requires state agencies, boards, and commissions collecting demographic data to use separate collection categories for Middle Eastern and North African groups, with implementation required by January 1, 2026.

Mandates state entities make collected demographic data publicly available on their websites, except for personal identifying information which remains confidential, and prohibits data disclosure that could identify individuals or create statistical unreliability.

Requires state agencies to update data collection within 18 months after each decennial U.S. Census to reflect additional Middle Eastern and North African groups reported by the Census Bureau.

Expands the Department of Corrections and Rehabilitation's voluntary self-identification categories to include specific Middle Eastern, North African, and transnational groups such as Afghan, Iranian, Iraqi, Lebanese, Egyptian, Kurdish, Armenian, Assyrian, and others.

Establishes that population counts under 50 for any race or ethnicity category must be reported as "fewer than 50" to protect personally identifying information.
