Amends Section 910 of the Public Utilities Code to require the Public Utilities Commission's annual report to include information about audits and inspections of telecommunications providers' backup electricity compliance.

Requires the report to list the total number of violations identified in the prior year, aggregated by company, and summarize enforcement actions taken for those violations.

Maintains existing reporting requirements including the commission's workplan, performance criteria, accounting of transactions, public participation processes, and meetings held outside San Francisco.

Continues requirement to submit the report to the Governor and Legislature by February 1 each year and post it on the commission's website.
