Establishes the State-Federal Flood Operations Center within the Department of Water Resources to gather, analyze, and disseminate flood and water-related information to stakeholders.

Authorizes the center to function during emergencies to coordinate statewide flood response, coordinate with the National Weather Service on river forecasts, declare flood alerts, and provide updates to cooperating agencies.

Requires the Department of Water Resources and Office of Emergency Services to submit a report to the Legislature by October 1, 2025, outlining necessary technological advancements for agile forecasting and gaps in data that would improve flood response.

Defines "cooperating agencies" to include federal, state, and local water and emergency management agencies, including the University of California San Diego Center for Western Weather and Water Extremes, U.S. Bureau of Reclamation, State Water Project, Central Valley Flood Protection Board, Office of Emergency Services, and Department of Insurance.

Sunsets the reporting requirement on June 1, 2026, pursuant to Government Code Section 10231.5.
