Authorizes the Emergency Medical Services Authority to develop planning and implementation guidelines for the use of telehealth within EMS systems.

Authorizes the Authority to develop guidelines for collecting data on telehealth use in EMS systems, while considering existing data collection systems including the California Emergency Medical Services Information System.

Makes technical conforming changes to existing law governing the Community Paramedicine or Triage to Alternate Destination Act of 2020, which expires January 1, 2031.

Reaffirms legislative intent that local EMS agencies may develop community paramedicine and triage to alternate destination programs to improve patient care and community health without replacing healthcare workers or compromising emergency response systems.
