Authorizes the Office of Emergency Services to prioritize funding and technical assistance for infrastructure and housing recovery projects in communities affected by major federal disasters, state of emergency, or local emergencies.

Applies prioritization to communities that have suffered population and business losses due to a qualifying disaster or emergency and have unmet recovery needs.

Specifies three federal and state programs under which funding can be prioritized: the Hazard Mitigation Grant Program, the Building Resilient Infrastructure and Communities program, and the California Disaster Assistance Act.

Removes previous language that would have included the Office of Planning and Research and Strategic Growth Council in administering the prioritization authority.
