Carriers of passengers (motor carriers, passenger carriers, and charter-party carriers) operating vehicles with 10 or more passengers likely to need emergency services must provide electronic notice at least 24 hours before departure to the local governing body where passengers will disembark.

Electronic notice must include anticipated arrival date/time and address, waybill or trip report, number of passengers who arrived in the U.S. within 30 days of departure, and motor vehicle description including license plate and any logos.

Local governing bodies may designate specific disembarkation locations posted on their websites, and carriers must check these websites before departure; if no location is posted, carriers may disembark at their specified location.

Governing bodies are prohibited from sharing information received under this chapter with immigration authorities without a court-ordered subpoena or judicial warrant.

Violations carry civil penalties up to $10,000 per act of transporting passengers in violation; the Attorney General, district attorneys, city attorneys, passengers, and certain service providers may bring civil actions for injunctive relief, with prevailing plaintiffs entitled to attorney's fees and costs.
