Requires the San Diego Unified Port District board to adopt a code of ethics and establish an independent board of ethics to review ethics complaints and provide advice to the board

Prohibits commissioners from lobbying, contracting with, or being employed by the district for one year after leaving office, and requires the district to establish and maintain a public lobbyist registry

Authorizes commissioners to serve up to six months beyond their expired term until a replacement is appointed, and requires the board chair to have served on the board for at least one year

Allows the City of San Diego to consider outreach to portside communities and maritime industries when appointing commissioners, and encourages appointing commissioners with relevant professional experience in specified fields

Authorizes district revenue funds to be used for electrification projects and zero-emission cargo handling equipment and associated infrastructure at marine terminals
